The two profiles are interconnected: the powers exist to satisfy the interests and the interests are necessarily satisfied only if there are powers and organizations able to satisfy them.
Administrative law is a recent discipline, because the process of juridicalization of power is new and even more so is the satisfaction of necessary protected interests.
